NAM/IW Q2 Survey: Cautious Optimism Even as U.S., Global Uncertainties Mount

Solid sales forecast by manufacturers, but ‘unfavorable’ business climate weighs on majority.

Manufacturers have played an important role in U.S. economic growth since the recession ended in 2009. Since then, the sector has added nearly 500,000 net new workers and provided an outsized role in its contributions to real gross domestic product. However, the stronger production activity experienced at the beginning of this year has slowed in recent months. While manufacturing production continues to expand, the pace of growth has eased. Challenges in Europe are one factor, with other uncertainties – including tax and regulatory policies facing businesses in 2013 and beyond — becoming a growing concern.

The most recent NAM/IndustryWeek Survey of Manufacturers backs up what we’ve been seeing in the data. Just more than 83% of respondents said that they were either somewhat or very positive about their company’s outlook (Figure 1). This is 5 percentage points lower than what the March survey showed, with the decline mostly the result of those shifting from “somewhat positive” to “somewhat negative.” Many of the selected comments echo some of these worries, with global market weaknesses and political stalemate frustrating manufacturing executives.

However, one in five manufacturers continue to say that they are very positive about their current outlook, which is essentially the same proportion as three months ago.

Manufacturers are cautiously optimistic about production and employment over the next 12 months. Industrial production is up 5.8% year-over-year, and the results of this survey suggest 3 to 4% growth in industrial production this year. With modest economic growth in 2012, including real GDP expected to increase around 2.5%. Manufacturing sales, employment and capital spending should continue to expand in the coming months, albeit at lower rates than in March.


Manufacturers anticipate 4.3% gains in sales over the next year on average (see Figure 2). This is slightly below the 4.7% increase anticipated three months ago. It is notable that half of the respondents said that their company’s sales are expected to grow by 5% or more. This is more or less the level from the previous survey. The lower response was due to increases in those saying that sales were expected to stay the same or decline. Only 9% of manufacturers see their sales falling in the next year.

Despite strong sales, manufacturers are expressing increasing caution about the economic climate. NAM Chief Economist Chad Moutray analyzes the findings of the 2Q 2012 IW/NAM Manufacturing Survey in an interview with IW Executive Editor Steve Minter.

Other measures of manufacturing activity continue to expand. Capital spending and employment should increase by 2.5% and 1.9%, respectively, in the next 12 months. In both cases, this figure is only marginally lower than what was predicted earlier (down from 2.6% and 2.0%, respectively). In terms of investments, the split was between those who plan to increase capital spending (46.5%) versus those who plan to keep it the same (42.7%).


However, nearly 20% of those completing the survey plan to increase capital spending over the next year by 10% or more. Meanwhile, on the employment front, just more than one-third of manufacturers plan to hire up to 5% more workers, with another one-third staying put.

Manufacturing wages are expected to rise by 1.8% over the next 12 months, remaining unchanged from the past survey. Sixty percent of respondents planned to provide raises of up to 3%, with another 20 %  planning wage increases between 3 and 5%. This does not include the additional costs of benefits, which have been significant, particularly for health insurance premiums. Forty-three percent of manufacturers cited rising insurance costs as a primary challenge.


Inventories are expected to be virtually unchanged over the next year. Meanwhile, the prices for final goods are anticipated to go up by 1.5% over the next 12 months. This is below the 2.1% increase forecast three months ago. However, nearly half of all manufacturers plan to keep their prices about the same, with around 36% suggesting final price increases of up to 5%. For the most part, while businesses have been pressured by rising costs in the past year, their ability to pass along these costs has been hampered, with overall core inflation modest.

The manufacturing sector has benefitted tremendously from international trade, with almost 40% suggesting that overseas sales are one of their major drivers of future growth. Recent weaknesses in the global economy have slowed the growth of exports somewhat, but more than 18% of manufacturers still anticipate their exports to grow by more than 5% over the next year. This shows there are opportunities for growth, even as half of all respondents suggest that their export levels are not expected to change much. In fact, those suggesting that they were very positive in their current outlook were twice as likely to predict higher exports in the next year as those who expected either the same levels of exports or less.

Smaller manufacturers (e.g., those with fewer than 50 employees) were less positive than their larger counterparts. They anticipate sales growth of 2.75% over the next year, compared with 4.8% and 4.4% expected increases on average for medium-sized and large firms, respectively. In addition, fewer small manufacturing businesses were either somewhat or very positive about their current outlook, with 77.2% of smaller firms in that category. Medium-sized manufacturers (between 50 and 499 employees) were the most optimistic.  This finding is mostly consistent with past surveys.

Figure 3 shows that 64% of respondents cite an unfavorable business climate as the top challenge for the second quarter in a row. In addition, many respondents frequently expressed tax and regulatory concerns, mostly at the federal level. However, at least one individual also remarked on the conditions in his or her state. Of those who volunteered answers, several focused on their frustrations with the political process, and they often discussed burdensome regulations and the need for a more competitive tax policy. A few even mentioned the impact of budget cuts on their businesses. A sampling of some of these comments appears later in this document.


Many also cited Europe’s struggles as a problem for businesses. These ranged from slowing sales to Europe (as well as other parts of the globe) to the many uncertainties that this ongoing crisis provides. Other major impediments include the ability to attract and retain qualified workers, rising costs and increased competition. Several individuals noted health care reform as something that would hurt their businesses. One of the more interesting challenges came from a manufacturer who said that one of his biggest concerns is managing growth.  A few others made similar comments—a reminder that the manufacturing outlook remains mostly positive, even with some weaknesses. For some, dealing with this growth can provide a number of hurdles.


With so much attention paid to exports as an avenue for growth, it is often easy to overlook the potential in the U.S. domestic market. Manufacturers, however, continue to feel that increases in sales in this country are one of the primary drivers of their company’s growth. According to 67.5% of respondents, a stronger domestic economy is their top strategy. Beyond that, respondents noted new product development, increased efficiencies and greater exports as important approaches for growth.

The NAM/IndustryWeek Survey of Manufacturers has been conducted quarterly since 1997. This survey was conducted among NAM membership between May 16 and 31, 2012, with 425 manufacturers responding. Responses were from across the country, in a wide variety of manufacturing sectors and in varying size classifications. Aggregated survey responses appear on the following pages. The next survey is expected to be released in September 2012.

Safety 2012: Be Your Coworker’s Keeper

Protect coworkers from deadly distractions. Improve your own safety awareness. Have no regrets. These are just a few reasons why you should maintain a close watch on your fellow employees and ensure they are working safely

During a June 4 session at the American Society of Safety Engineers (ASSE) Safety 2012 conference in Denver, John W. Drebinger Jr. outlined five reasons employees should watch out for each other’s safety:
1. When you keep an eye on other people’s safety, your own safety awareness improves. “Every one of us in this room has a gift. We see hazards that other people don’t notice,” Drebinger said. “That makes us and our families safer.”
2. Even “safe” workers can get distracted. When asked why they want to work safely, employees might cite their family, friends and off-the-job hobbies. Ironically, those very things may distract employees from their safe working practices. On a sunny summer afternoon, for example, an employee may be caught in a daydream about spending the day at the beach with his family or going golfing. Just like that, he’s distracted from his work and might risk an injury. Watching out for your coworkers’ safety can help prevent the problems that could arise from distraction.
3. We’re all at risk of occasional cognitive failure. When you are staring right at your keys but still can’t find them, or for a split second don’t notice the car speeding along toward you on the road, you are experiencing cognitive failure. If this happens during a high-risk job, the consequences can be devastating. “We watch out for people because they’re not perfect,” Drebinger explained. “Our brains fail us. Cognitive failure can set your best worker up for the opportunity to be injured.”
4. You’ll never have to regret that you could have said something but didn’t. “I have interviewed people who saw [a safety concern], didn’t say something, the person got hurt and then they are haunted for the rest of their lives,” Drebinger said. By speaking up if you see something potentially dangerous, you’ll never have the nightmare of knowing you had the power to help change the outcome but failed to do so.
5. It’s just the right thing to do. Maybe no one will praise you for pointing out a safety risk ? at times, you might even be met with resistance ? but it’s simply the right thing to do. “There’s real power to that,” Drebinger said. Simply put, you can’t argue with doing the right thing.
Roadblocks and Concerns
Drebinger also acknowledged the most common reasons people don’t say anything when they witness coworkers working unsafely. First and foremost, they might not think anything bad will happen as a result. “Most of the time when someone takes a risk, it doesn’t pay off in the negative,” Drebinger said. “Too often we’re faced with a hazard and think nothing will happen.”
It also can feel uncomfortable to point out a safety concern, and it’s human nature to avoid the uncomfortable. At other times, people simply might not know how to go about informing a coworker that he or she is doing something unsafe. Drebinger provides a solution to this concern by approaching someone exhibiting at-risk behavior and asking, “Would you like me to watch out for your safety?” The question begs a “yes” answer and, at the very least, creates curiosity, he explained.
Drebinger added that how you respond when someone raises safety concerns is critical. Create a work environment where employees are praised and thanked for identifying such concerns.
“That’s how you create a safety culture: to make people feel so good they’re looking for the next person to help,” Drebinger concluded. “Pointing out hazards becomes expected when everyone does it and gets praised for it.”
